Can You Play US Powerball From the Philippines? Courier Guide (2026)
How a lottery messenger service orders an official US Powerball ticket for a customer in the Philippines, what it costs, how a prize is paid and claimed, and how US and Philippine tax apply.
Lottery couriers order official tickets on your behalf; prizes are paid by the official lottery. 18+ (21+ in AZ, IA, LA, MS; 19+ in NE). We hold a disclosed affiliate relationship with theLotter and may earn a commission from its links. Gambling problem? Call 1-800-GAMBLER.
theLotter sells to customers in the Philippines and lists five Philippine Charity Sweepstakes Office games on its own order pages (Ultra Lotto 6/58, Grand Lotto 6/55, Super Lotto 6/49, Mega Lotto 6/45 and Lotto 6/42), so Filipino readers are among the messenger service's established audiences. This guide covers the question the search box asks most often, "can I play Powerball from the Philippines?", in the courier's terms: what the service does, what it costs, how a prize would be paid, and what the tax position looks like. It describes the mechanism. Whether you may take part is governed by Philippine law, and theLotter's terms place that responsibility on the customer.
What a courier does for a Filipino customer
- You choose numbers on theLotter's US Powerball page; the price includes the service fee.
- A theLotter agent in the United States buys the official ticket from a licensed retailer.
- The scan appears in your account before the draw.
- Secondary prizes are credited to your account after the US lottery pays theLotter. A jackpot must be claimed in person in the United States, in the state where the ticket was bought; theLotter says it "may choose to fly you to collect your prize".

Powerball's FAQ confirms that no US citizenship or residency is required to win, provided the ticket was bought from a licensed retailer in a selling jurisdiction. The all-in price is on theLotter's US Powerball order page; the gap between it and the US$2 face value is the fee.
US Powerball versus PCSO lotto
PCSO's Ultra Lotto 6/58 has jackpot odds of 1 in 40,475,358 and draws three times a week; US Powerball's jackpot odds are 1 in 292,201,338, with draws on Monday, Wednesday and Saturday at 10:59 pm US Eastern (Tuesday, Thursday and Sunday mornings in Manila). On 2 October 2026 the US Powerball jackpot was US$440 million. The courier's PCSO pages exist for Filipinos abroad; inside the Philippines, PCSO tickets are sold at authorised outlets and through PCSO's own channels.
Tax
Two systems apply. In the United States, lotteries withhold a flat 30% from non-resident winners before paying, and the Philippines is not among the treaty countries that IRS Publication 515 exempts from US tax on gambling winnings. In the Philippines, PCSO prizes above PHP 10,000 carry a 20% final tax under the TRAIN law; how a foreign prize that has already been taxed abroad is treated is a question for a Philippine tax professional, and we do not offer an answer here.
Mega Millions and the other draws theLotter lists
The courier handles US Mega Millions the same way (jackpot odds 1 in 290,472,336; draws Tuesday and Friday at 11 pm US Eastern, Wednesday and Saturday mornings in Manila; US$5 per line at the retailer; US$321 million on 2 October 2026), and the European draws it lists, including EuroMillions and EuroJackpot (both 1 in 139,838,160). For a European draw the ticket is bought in a participating European country and a jackpot is claimed there rather than in the United States. Most European lotteries pay prizes tax-free at source, with Spain the exception (20% withheld above €40,000); the Philippine treatment of a foreign prize is, again, a question for a tax professional.
What the scan shows
The scan in your account shows the numbers, the draw date, the retailer terminal data and the serial number. It proves the ticket exists and was bought for you; it does not carry your name, because lottery tickets are bearer instruments, and it is theLotter's account record that ties the ticket to you. theLotter's terms allow "a reasonable facsimile" in some operational cases. If no scan has appeared by the time the draw closes, raise it with support before the draw.
How the fee compares with buying at a PCSO outlet
A PCSO ticket costs PHP 20 per combination at an outlet. A courier-ordered US Powerball line costs the US$2 face value plus theLotter's service fee, shown as one all-in price in your currency. The fee is the price of access to a draw you cannot otherwise enter from the Philippines; it buys the retailer trip, the scan, the storage and the claim support, and nothing else. There is no version of the service that improves the odds.
Payment and withdrawals
theLotter's international site accepts cards and a range of e-wallets and bank methods that vary by country; withdrawals go to cards, e-wallets or bank transfer after identity verification. Expect to verify your identity before any prize is released; it is a licence condition, not a delay tactic.
If a ticket wins a secondary prize
Secondary prizes (anything below the jackpot) are paid by the US lottery to theLotter, which then credits your account; the company's terms say this happens "after the lottery operator pays theLotter", so expect a short delay after the draw rather than an instant credit. You can leave the balance for further orders or withdraw it to a card, e-wallet or bank account once identity verification is complete. Prize tiers in US Powerball run from US$4 for matching the Powerball alone to US$1 million for five main numbers, before the 30% US withholding on prizes above the reporting threshold; the courier does not take a share of any tier.
Before you order
- Be 18 or over.
- Read the all-in price before you confirm.
- Confirm the scan is in your account before the draw closes.
- Know that a jackpot is claimed in the United States, in person.
- Ignore any unsolicited message that says you have won a lottery you did not enter. Couriers notify winners inside the account you opened and never ask for a fee to release a prize.
Current jackpots and the latest results are on theLotter's results pages; the biggest jackpot on offer anywhere at the moment is always on TheBig.
Odds and draw times are the games' published figures; jackpots as of 2 October 2026; tax points summarised from IRS Publication 515 and Philippine tax law and not offered as advice.
